六區生活重建中心，扶助災民重拾生活

    八八風災屆滿兩年，內政部及高雄市政府為協助當地居民重建家園，分別在桃源、那瑪夏、茂林、杉林及六龜、甲仙等6個災區設置生活重建中心，希望藉由實質的就業安置及心靈輔導，幫助災區居民早日重回安定的生活。

　  除了六龜及甲仙區由高雄市政府成立及管理外，其餘4區重建中心分別委由世界展望會、介惠社會福利慈善基金會及慈濟基金會辦理，高雄市政府社會局副局長謝俐俐表示，內政部特別給予該局1名專員預算，由該專員全權負責重建中心相關事宜。提供給居民，如：遭遇身心問題等需要協助的事項時，都能即時找到服務管道。

　六區重建中心提供的協助相當多元，包括心理、就業、福利、生活、就學及其他轉介服務等等，謝俐俐指出，經歷過世紀大災難，重建區居民大多必須從災後創傷中逐漸找回生活的意義，也因此政府必須在生理及心理都能夠提供給居民一個安定的環境。重建中心最重要的任務，就是要結合公部門及當地社團，深入了解居民實質需求及生活狀況，在兩者之間擔任資源媒合。

　  重建中心成立一年多來，積極協助居民解決生活上的困境，得到不少好評。謝俐俐表示，為了能夠得到相互支援及共同問題的解決，各重建中心也都定期舉辦會議，藉由個案及相關問題討論，希望給予重建區居民最符合需求的服務及協助。

Reconstruction Centers Provides Assistances to the Residents

8 August 2011 marks the two-year anniversary of Typhoon Morakot. As that date approaches, we have seen the work of Ministry of Interior and Kaohsiung City Government done to help those affected by the once-in-a-century disaster in rebuilding both their homes and their lives. These efforts have been focused on the hardest-hit areas of winds and flooding, and reconstruction centers have been established in the districts of Tauyuan, Namasia, Maolin, Shanlin, Liouguei, and Jiashian. The centers have been providing job placement services and psychological counseling to those traumatized by the incident with the aim of facilitating a smooth transition for residents to embrace their lives and work.

The reconstruction centers in these six districts offer a wide range of assistance, including psychological, employment, welfare, livelihood , educational, and referral counseling services and so on. Lili Hsieh, Deputy Chief of the Social Affairs Bureau of Kaohsiung City Government, points out that the process is about helping these residents to gradually recover from the post-disaster trauma and rediscover the meaning of life. The reconstruction centers’ most important mission is to match and coordinate resources provided by public and private sectors with the needs of the residents.
